Upcountry Maui Water Meter List – What You Need to Know (2025)
Water is one of the most valuable—and sometimes challenging—resources when buying land or developing property in Upcountry Maui. Upcountry properties often face water meter waitlists, unlike other parts of the island, due to limited Department of Water Supply (DWS) infrastructure.
Understanding the Upcountry water meter situation is crucial if you're buying land, building a home, or selling property in areas like Kula, Pukalani, Makawao, or Haiku.
Here’s what you need to know about Maui’s Upcountry Water Meter List in 2025.
What Is the Upcountry Water Meter List?
The Upcountry Water Meter List is a waitlist managed by Maui’s Department of Water Supply. It exists because available water resources (and infrastructure capacity) are limited in much of Upcountry.
Started in 1993, the list tracks applicants requesting new meters for properties across Kula, Pukalani, Makawao, Ulupalakua, and parts of Haiku.
As of 2025, over 1,000 applicants are still waiting, and the County is slowly adding new capacity through well drilling, pipeline projects, and upgrades.
Why Water Meters Matter When Buying Upcountry Maui Land
No water meter = no building permit.
If a property doesn't have an installed water meter (or an allocation/priority), you cannot simply assume you'll get one immediately, or at all. This impacts:

How Does the Water Meter Waitlist Work?
- Applicants are called based on their application date and lot size (larger lots may have multiple meter requests).
- Priority is determined by the original filing date.
- When water infrastructure expands, DWS sends letters offering available meters to those next in line.
- You must respond and pay within a set period or risk losing your spot.
