Maui Farm Plan Guide – Build Responsibly on Ag Zoned Property
If you're buying or planning to build on agricultural land in Maui, chances are you’ll need to submit and receive approval for a Farm Plan through the County of Maui. A Farm Plan is not just a formality — it's a critical requirement tied to zoning laws, building permits, and water meter access for AG-zoned parcels.
This guide breaks down everything you need to know, from what qualifies as a valid plan to how to prepare and submit one successfully.
What Is a Farm Plan in Maui?
A Farm Plan is a written proposal submitted to the Maui County Planning Department that outlines your intent to actively use AG-zoned land for agricultural purposes, as required by state and county land use laws.
It is typically required before you can obtain a building permit for a home, accessory structure, or farm dwelling on agricultural land.
When Is a Farm Plan Required?
A Farm Plan is generally required for:
- Building a residence (farm dwelling) on AG-zoned land
- Installing a water meter on undeveloped agricultural parcels
- Subdividing AG land
- Complying with permit or special use applications
Even if the property is under 2 acres, Maui County will often request a farm plan if you’re applying for any development-related permits on AG-zoned land.
What Must a Maui Farm Plan Include?
Maui County requires your farm plan to be realistic, economically feasible, and appropriate for the size of your parcel. It typically must include:
1. Detailed Description of Agricultural Activities
- (e.g., fruit orchard, vegetable farming, animal husbandry, nursery)
2. Farm Infrastructure Plan
- Including fences, irrigation, greenhouses, and equipment storage.
3. Site Plan / Map
- Showing the layout of proposed buildings, fields, water systems, and driveways.
4. Crop Schedule or Animal Care Plan
- What will be planted, when, and how much will be harvested or produced?
5. Annual Income Projections
- Demonstrating legitimate commercial intent (hobby farms or ornamental landscaping won’t qualify).
6. Irrigation and Water Usage Estimates

- Agricultural Use Must Be “Bona Fide” – Landscaping or passive use is not enough.
- Minimum AG Use Requirement – Generally, at least 50% of your land area must be in active agricultural production.

- Subdivision Limitations – Subdividing AG land requires County approval and a demonstrated capacity for multiple agricultural operations.
