Vacation rentals: Puamana allows short-term vacation rentals even though its county zoning is Interim and Residential (R-2 and R-3). The community was developed as a planned unit development, and in County of Maui v. Puamana Management Corp., an early-1980s Hawaii appellate decision, the court declined to find that renting Puamana units for a week or longer violated the residential zoning. Puamana is not on the Minatoya list, so it is not part of the Bill 9 phase-out. Part of the oceanfront property lies within the Special Management Area, which can affect renovation permits. Rental rules can differ by unit, so confirm the current association rules and any permits before you buy.
