Bill 9 and vacation rentals: Kuleana is on Maui County's Minatoya list of apartment-district properties allowed short-term occupancy (county zoning: A-1). Under Bill 9 (Ordinance 5909), vacation rental use in the apartment districts ends January 1, 2029 in West Maui unless the property is rezoned. Kuleana was part of the first round of hotel rezoning referrals (Resolutions 26-110 and 26-111), and on September 22, 2026 the Maui Planning Commission recommended against rezoning it. Kuleana’s grounds are beautifully landscaped and feature a large heated swimming pool, lounge chairs, and multiple BBQ areas. The complex has easy access to the beach through various entry points.
