Vacation rental zoning: Maui Eldorado is apartment-zoned (A-2) and on the Minatoya list, so vacation rentals are allowed today. Under Bill 9 (Ordinance 5909), that use ends January 1, 2029 in West Maui unless the property is rezoned. See our Maui Bill 9 guide and the Minatoya list by area. Maui Eldorado was part of the first round of hotel rezoning referrals (Resolutions 26-110 and 26-111), and on September 22, 2026 the Maui Planning Commission recommended against rezoning it. Buying at Maui Eldorado
Recent Maui Eldorado listings are leasehold, which means you buy the unit but not the land under it. Ask for the lease terms, the lease rent and the expiration date, since they have a large effect on value and financing.
If you plan to rent to vacation guests, factor the January 1, 2029 Bill 9 deadline into your price and plans, since the deadline affects what future buyers will pay. After that date, units can still be lived in or rented long term. Before you buy, review the association budget, reserves and any planned special assessments, and ask about rental management options.
