Bill 9 and vacation rentals: Papakea is on Maui County's Minatoya list of apartment-district properties allowed short-term occupancy (county zoning: A-2, H-2). Under Bill 9 (Ordinance 5909), vacation rental use in the apartment districts ends January 1, 2029 in West Maui unless the property is rezoned. Papakea was part of the first round of hotel rezoning referrals, and on September 22, 2026 the Maui Planning Commission recommended against rezoning it. The County Council makes the final decision. Part of the property carries hotel zoning, so check which district a specific unit sits in. Units can still be used as homes, second homes or long-term rentals.
